It is the purpose of this policy to implement the intent of
the legislature to strictly limit the interest that officers and employees of
the Board may have in purchases or contracts of the Board.
No person officially
connected with the district may have a direct or indirect interest in any
business item the expense of which is paid by this Board. Such persons include:
1. Members of the Board of
Education
2. Those having whole or partial
control of district management
3. Any employee of this district
4. Any other person designated by
the Board to act in any official capacity, such as a consultant
Any person in the foregoing categories may not be an agent
for, be in any way permanently or beneficially interested in, receive any
compensation or reward of any kind for, or be a part either principal
or surety to a sale,
agreement, contract with or claim against the Board for:
1. The
furnishing of any goods, chattels, supplies, textbooks, school apparatus or
property of any kind whatsoever
2. The
construction of any building or any improvement, the expense of which is paid
by this Board.
This shall not prevent any person from receiving royalties
upon the sale of any textbook of which she/he is the author and which has been
properly approved for use in the schools of this district.
The Board shall not
knowingly purchase or contract for supplies, equipment or facilities from a
firm in which an official of or employee of this district has a direct or
indirect interest. Stock holdings of more than 10% shall be defined as an
interest, which is direct or indirect for purposes of this policy.
No person as aforedefined shall accept gifts from any
individual, group or entity doing, or desiring to do business with the
district. All business related gratuities are specifically prohibited except
nominal value advertising items widely distributed.
The Board
shall require that all vendors certify that they are in compliance with federal
and state regulations regarding equal employment opportunity without regard to
race, creed, religion, color, national origin, age or sex.
