GIFTS AND GRANTS FROM THE EDUCATIONAL FOUNDATION OF THE CHESTERS AND THE CHESTER PTA

The Educational Foundation of The Chesters (the “Foundation”) and the Chester PTA or PTO (the “PTA”) each raise money to fund projects and programs for the Chester School District, consistent with the respective by-laws and policies of each of these organizations.  While each organization is independent of the Board and of each other, each works cooperatively with the administration and Board and welcomes participation of the administration, Board and community.

In recognition of the cooperative relationship with these organizations, Policy No. 3280 (Gifts, Grants and Bequests) will not be applicable to any gift or grant made by the Foundation or PTA which has been submitted to the building principal for review and which has been approved by the principal (or for any gifts or grants over $2500, which has been submitted to the Superintendent for review and which has been approved by the Superintendent) prior to the Foundation or PTA approving or making the gift or grant.

Any gift or grant made by the Foundation or PTA for use at and by one of the Chester schools will remain at that particular school, provided that during the three-year period following the making of the gift of grant, the Board, upon consultation with and consent of the donor entity, may change the location or use of the item.  After a three-year period, the Board will consult with the donor entity prior to making any change in the location or use of the item. Consent of the donor entity to the change will not, however, be required.

Any gift or grant made by the Foundation or PTA to the district pursuant to a specific request or application of a teacher, group of teachers or teaching team, will remain with the appropriate curriculum, and with the teacher(s) who submitted the request for such gift or grant provided the teacher remains with that curriculum.  The gift or grant will not be changed during the three-year period following the making of the gift/grant without consultation with and consent of the donor entity.  Following such three-year period, subject to the first sentence of this paragraph regarding curriculum, the gift/grant can be changed by the Board upon consultation with the giving entity.  Consent of the giving entity to the change will not, however, be required.
